You can do enough that your bike reflects your personality but doesn't bankrupt you.
The first and most expensive thing you can do is get a custom paint job. A skilled bike painter can add flames, lettering, and just about anything else you want. Of course, the best painters are not going to be cheap. You can also paint your bike yourself if you feel you're up to the challenge.
Another expensive method of customizing is to change out some of your bike's hardware. You can add new handlebar grips, for example, or a new exhaust pipe. In fact, it's possible to change out just about everything on your bike. Some of these things you can do yourself, while others will need to be done by a licensed mechanic. Be prepared to pay a lot for more expensive customizing.
There are some cheaper options, of course. You can add some stickers and decals to your bike instead of getting a custom paint job. Many biker sites like The Cheap Place have stickers printed on weather-proof vinyl that will endure the rain and hot sun. You can also replace the bolts that hold on your license plate with custom bolts shaped like skulls, playing cards, and other items. You can also customize your riding gear by adding stickers to your helmet and biker patches to your jacket. It's not actually adding to your bike, but it does give you an overall different look.
