Most likely, it is a reference to putt-putt: "...and then he went putt-putting down the road on his motorbike." NO BUTT NO PUTT is likely either a reference if a woman does not put out the biker doesn't give a woman in need of transport a ride (no putt), or a woman might need to wear shorts or a string bikini bottom or some other situation.
